Following the launch of the electronic patient file on January 15, the first electronic patient files have arrived on mobile devices. Various problems can occur, for example “with the communication server”, timeouts or if the respective app hangs. In some cases, there was no helpful information or explanations for the error messages. We have summarized our experiences with the ePA apps of Techniker and AOK Nordwest. We currently have no experience of how the entry of data by doctors or in pharmacies works.

At AOK Nordwest, a new health ID had to be created to use the new ePA app and the AOK Ident app that is now required for this, but not at Techniker. A new feature of the health insurance apps is that after initial secure authentication, it is also possible to log in to the app using biometric data such as a fingerprint.

When starting the new ePA for the first time, you will be asked whether you want to load the data already contained in the previous ePA (the ePA 2.6) into the new ePA. For some data, such as the documents you uploaded yourself, the default setting was that the data is not visible to everyone. For the billing data, it is possible to use a slider to decide whether this should be loaded into the ePA. The default setting is for the billing data to be loaded into the ePA.

As before, anyone who wishes can grant doctors' surgeries, clinics, or pharmacies access to their ePA. However, whether they can actually access the file depends on various factors. For example, the respective software must also have an ePA module. In addition, due to security gaps, only certain doctors in the test regions should actually be on a whitelist that can then also access the ePA.

As announced, it is possible to object to the electronic patient file via the user profile for both health insurance apps. In the case of the AOK, it says, “Consent to electronic patient file (ePA)”. Previous consents can also be viewed there. Under “Welcome to your personal file!” you can object to the ePA by clicking on the “Revoke” button. At TK, this can be done via “Revoke use of the EPR”.

By entering the health insurance number, name and e-mail address, it was possible to set up the proxy regulation. The person selected by TK as a representative receives information about this and that they can withdraw as a representative at any time. After that, access to the ePA data of the person to be represented was only possible by entering the health insurance company and insurance number of the person to be represented.
