The grand coalition federal government has implemented or even completed more than half of its digital policy initiatives since taking office in May. This is according to the digital monitor of the industry association Bitkom. In concrete figures, 99 out of 217 planned initiatives are currently in the implementation phase (45 percent), and 13 have already been completed (6 percent). The federal government has not yet started 105 measures.

Completed initiatives include the modernization agenda for the federal and state governments and the Digital Pact 2.0 for digital school equipment. “The federal government is setting a good pace. Now, the federal government, states, and municipalities must also ensure that the measures reach the people,” commented Bitkom President Ralf Wintergerst.

Bitkom sees the influence of the newly created Digital Ministry under Karsten Wildberger as the main driver of this pace. Out of its 62 initiatives, it has already completed seven and started 30 more. 30 initiatives are located in the Federal Ministry for Economic Affairs and 26 in the Federal Ministry of the Interior. This is followed by the Ministry of Justice with 22 initiatives, the Ministry of Research with 20, the Ministry of Education with 16, and others in the remaining federal ministries.

From Bitkom's perspective, 2026 will be a year with particularly important key projects. A national data center strategy is expected, as well as a revision of the Telecommunications Act aimed at advancing network expansion. The development of the Deutschlandstack is also on the agenda. “Digital policy must and can become the big winning topic of the Merz-Klingbeil government,” Wintergerst demanded.
