Three years after the start of the Russian invasion of Ukraine, Apple has taken new measures against the use of its technology in Russia. As Moscow media report, developers in the country lost access to the so-called Apple Developer Enterprise Program (ADEP) on February 12. It is normally possible to use this program to develop internal apps for companies and then only distribute them to company employees. It is unclear why Apple had previously left this option open, even though various sanctions had been implemented against Russia.

According to the reports, all Russian access to ADEP has been blocked, meaning that they can no longer log in auf the platform required for this. There is no alternative to ADEP for those affected, as Apple can use certificates to control the execution of programs that do not originate from the App Store. In addition to blocking the ADEP platform itself, “all data associated with the program” has allegedly been deleted, and the use of apps has also allegedly been prevented.

Apple has not provided any further information to the developers; in the case of previous sanctions, there was at least the information that “international restrictions” had to be implemented. Last year, the United States tightened sanctions against Russia once again, including banning new software categories such as CRMs, ERP programs, business intelligence, SCM and PLM platforms, which may no longer be exported. Cloud offerings of this kind are also no longer permitted for Russians.

As in other countries, ADEP was primarily used in Russia for testing and internal use of apps in companies – for example for business applications that should not be in the App Store. Apple had gradually implemented sanctions against Russia. The direct sale of products was ended, as was the use of Apple Pay in the country.

However, the App Store still exists, with Apple even complying with instructions from Russian authorities to ban VPN and media apps. However, there is a flourishing gray trade, Apple products are brought to the Russian market via other countries, sometimes with significant markups.
