Exchange: Microsoft discontinues folder migration from version 2010 and older
If you are still using Exchange Server 2010 or older and want to switch to Exchange Online, you must migrate your public folders by October 1.

No more direct migration of public folders from discontinued Exchange versions: Microsoft is discontinuing this migration from Exchange 2010 or older to the new Exchange Online as of October 1. The reason, according to Microsoft's announcement, is that the move will reduce the dependency of the newer software on outdated systems and improve long-term reliability.
Exchange 2013, which has also already been discontinued, is explicitly not affected, so anyone who is unable to complete their migration by October 1 can first copy their data to a newer on-premises server and then move it to the online version. Exchange 2016 and 2019 will also no longer be supported from October. Those who do not want to move to the cloud can use Exchange Server SE in the future.

Public folders from Exchange 2010 can either be copied to Exchange Online as public folders or converted to Microsoft 365 groups. This support article explains the differences. Those responsible can also split their data between the two destinations if they wish.
