EVB-IT: New framework agreement and contract tool to facilitate procurement

The Federal Ministry of the Interior and the digital industry association Bitkom, representing the IT industry, have agreed on a new framework agreement for the procurement of IT by public authorities. Authorities will now be able to draw up corresponding contracts using the new, free "EVB-IT digital" tool. Thanks to intelligent templates, it should guide users through the creation process.

EVB-IT stands for "Supplementary Contract Terms for the Procurement of IT Services". These framework agreements are used by federal, state and local authorities to conclude long-term agreements with suppliers in which conditions such as delivery terms and price modalities are regulated. Eleven such EVB IT contract templates already exist for areas such as cloud services. With the framework agreement, these are now being brought together under one roof in modular form. The IT Planning Council, the joint body of the federal and state governments, already gave its approval in June.

Thanks to the modular design, it should also be possible to combine different EVB IT contract types. Among other things, it includes regulation options for the limitation of liability, price adjustments, maximum volumes and reporting obligations. In addition to the contract creation component, "EVB-IT digital" will also offer a modeling component that can be used to create templates for contract creation. The application is open source and is available on the Federal CIO's website and in the Open CoDE Repository of the public sector.
